What's the history of the Irish walking cape?

The Irish walking cape, or Irish wool cape, is a traditional outer garment worn by both men and women. It derived from traditional cloaks worn in the sixteenth century when woolen cloaks gained popularity in Ireland due to their practicality in rapidly changing weather.
